REGULAR COUNCIL MEETING, TUESDAY, MARCH 5, 2002 AT 9:00 A

EMERGENCY COUNCIL MEETING, FRIDAY, SEPTEMBER 02, 2005 AT 2:00 P.M.

Meeting called to= order by Council President Palmer.

Present: Thomas, Perry, Palmer, Harris.

Absent: Henson.

COPY OF WAIVER OF NOTICE OF EMERGENCY COUNCIL MEETING

The meeting was opened with prayer by Councilwoman Perry.

FEMA requires that the city accepts competitive bids for debris removal in connection with Hurricane Katrina. The second lowest bid, Tag Grinding Services, Inc., Palmetto, GA, at $89.45 per ton, was recommended for the City Council to accept. In checking the references of the = top two firms, the administration felt like the #2 firm has the most municipal experience in debris removal and more experience in this type work than the= #1 firm. The references for the = #1 firm, Greenworks Recycling, Gr= eenville, SC, were good, however, the= ir company is smaller and they do not have the equipment needed for this removal. John H. Blough with Greenworks Recycling was there and advised that they have been in business = 14 years and have had experience with Hurricane Isabelle, ice storms and Hurri= cane Hugo. They have removed debris work, cleaned up several parks in Arkansas, and cleaned up debris on the streets in Raleigh NC. His firm can be mobilized by Tuesd= ay night. Tag Grinding is curren= tly on another job. Mr. Blough said = that although they have not had as much experience as Tag Grinding they feel they can handle it and complete the job in the 60 day time period. The contract calls for 60 days wit= h 12 hours per day six days a week or they can work seven days a week. Mr. Blough said they would work th= e six days and keep Sunday open for rest and any maintenance work needed on their equipment. The bids do not in= clude dumping costs as the city will pay for that. There is a fuel adjustment in the contract. Mr. Blough said the= Meridian job is the only one they are bidding on. They have 40 to 60 full-time emplo= yees and will not use an local sub-contracting.= After discussion, Councilwoman Perry offered and moved the adoption = and passage of the following Order:

= &nb= sp; FOR HURRICANE KATRINA DEBRIS REMOVAL

= &nb= sp; IN THE AMOUNT OF $88.00 PER TON

and, Councilman T= homas seconded the motion, whereupon said Order was discussed, passed and adopted= by the Council by a vote as follows:

Yea: Thomas, Perry, Palmer, Harris.

Nay: None.

Absent: Henson.

There being no further business to come before the Council at this time, the meet= ing was adjourned. Sine die.=
